In recent years, the state capital of Mainz has taken important steps in climate protection. With the first update of the 100% Climate Protection Master Plan in 2022, a package of measures was developed in collaboration with Mainz civil society to achieve the goal of climate neutrality by 2035.

This report documents the monitoring of the second implementation phase (2022–2025). It highlights the progress and successes achieved and reflects the broad commitment of the actors involved. The report thus provides an overview of the current status of implementation. The supplementary quantitative evaluation of the measures and the update of the city's greenhouse gas balance are currently being prepared. The report focuses on monitoring the implementation of measures and thus forms the basis for further evaluation.

The first activity report uses numerous examples to illustrate the vitality and diversity of Mainz's climate protection process. To compile the report, all Mainz stakeholders who participated in the workshops on developing measures were contacted in writing over two consecutive years and asked to contribute to the reporting process. Actors who, as far as the master plan management is aware, only became involved in Mainz's climate protection after the catalog of measures had been completed were also included. All offices and municipal and quasi-municipal companies were also systematically surveyed about their climate protection activities. This process gave participants the opportunity to take stock of the implementation phase and present the climate protection activities they had initiated and carried out. The report presents all activities reported between July 2017 and December 2020. The report does not claim to be exhaustive.

This "Report on the Implementation of the Measures of the City Council Resolution on the Climate Emergency" contains the administration's responses to the measures adopted as part of the Mainz City Council's climate emergency resolution on September 25, 2019. To process this, a project group meeting monthly was formed on September 1, 2020, under the leadership of the Mayor's Office, consisting of members from departments 10, 12, 20, 30, 60, 61, 67, 69, 80, and the municipal utility company. Additional departments were involved in the project group as needed. The project goal was to implement the measures that had been decided upon and to review their feasibility.
