Public participation in urban land-use planning procedures takes place in two stages on the basis of Section 3 of the German Building Code (BauGB):
1. Early public participation in accordance with Section 3 (1) BauGB – citizen participation - Early
participation gives affected citizens, those interested in building, property owners, and others the opportunity to obtain information and submit their suggestions at an early stage of the planning process. Participation can take various forms, depending on the specific content of the plan or other circumstances, and is announced in the daily press.
In parallel with and in addition to official public participation, the City Planning Office of Mainz offers publication of the urban development plans on the Internet.
2. Public display in accordance with § 3 (2) BauGB - Public disclosure - In accordance with
the Building Code, the finalized plan must be displayed publicly for a period of one month. The period will be announced in the daily press. The public display will take place at the City Planning Office of the State Capital of Mainz, at the relevant local administration office, and on the Internet.
During the public display, it will be possible to submit suggestions in writing or verbally for the record.
