Anyone who trains people who want to obtain a license to drive motor vehicles in accordance with the Road Traffic Act (driving students) requires a driving instructor's license.
The driving instructor's license is issued upon application in class BE and additionally in classes A, CE, and DE.

• A certificate or report confirming that the applicant meets the physical and mental requirements for a Class C1 driver's license, and a certificate
  or report confirming that the applicant meets the vision requirements for a Class C driver's license, which must not be more than one year old at
  the time of application. Proof may also be provided by means of a driver's license with valid driving license classes C1, C1E, C, CE, D1, D1E, D, or DE,
  provided that the license was obtained after December 31, 1998. If there is reasonable suspicion that there may be deficiencies in mental or physical fitness, an assessment of mental or physical fitness by an officially recognized assessment center for driving fitness may be required.
• A photocopy of the card-type driver's license issued after January 1, 1999; it must be officially certified if the driver's license is not presented for inspection.
• Proof of completed vocational training in a recognized apprenticeship or equivalent training
• A certificate from an officially recognized driving instructor training center confirming the duration of the training completed in accordance with Section 7 of the FahrlG
• For class BE, additionally a certificate from the training driving school confirming the duration of the training completed in accordance with § 7 FahrlG
• A certificate of good conduct within the meaning of Section 30a (1) No. 1 of the Federal Central Register Act in accordance with Section 30 (5) of the Federal Central Register Act, which must not be older than three months (note: before applying to the registration authority, a certificate
  must be requested from the driver's license authority for submission to the registration authority).
• In order to check the requirements pursuant to Section 2 (1) No. 4, the competent authority under state law must obtain information from the Driver Fitness Register (FAER) at the applicant's expense.

The following documents must be submitted after completion of the respective training courses:

• A certificate from the officially recognized driving instructor training center confirming the duration of the training completed
• for class BE, a certificate from the training driving school confirming the duration of the training completed
