Would you like to operate a bus company for occasional transport services? Then you must apply for a permit from the relevant licensing authority.
What do I need to know?
Service description
If you want to offer occasional transport services with your bus company, you need a permit to do so.
Occasional transport includes:
- Excursion trips
- Holiday trips
- Trips with rental buses
An occasional service must:
- return to the point of departure
- determine the route in advance
- apply equally to all passengers
- be carried out with motor vehicles that are suitable and intended for the transport of more than nine people, including the driver, based on their design and equipment.
- offer only one ticket for the entire journey
You will receive the permit for up to 10 years. After that, you must apply for an extension.
For cross-border journeys, you will need an additional permit with the EU Community license.
If you only arrange occasional transport services but do not carry them out yourself, you do not need a permit.
Prerequisites
- You can guarantee the financial viability of the business.
- You or the person appointed to manage the business can prove that you are reliable.
- You or the person appointed to manage the business are professionally qualified.
- You have your place of business or branch office in Germany.
Remark
You can submit your application online to the state capital of Mainz.

on your application will be made within 3 months. Processing may be extended by 3 months if necessary.

Responsibility lies with the lower traffic authority of the respective independent city or district.
What do I need to bring or submit?

Application for a bus license for occasional transport services, including the following information:
- Surname and first name
- Place of residence and place of business
- For natural persons: date of birth, place of birth
- Number of vehicles, vehicle type, capacity of the vehicles to be used
- Certificates of service or examination certificates confirming your professional competence
- Equity capital certificate, additional certificate if applicable, not older than 3 months

Certificate in tax matters from the tax office, the municipality, the social security institution, and the employers' liability insurance association, not older than 3 months:
- from the company
- the legal representative
- the person appointed to manage the business or traffic management
- Certificate of good conduct
- Extract from the Central Trade Register
- Extract from the Driver Fitness Register (FAER)
- Vehicle list
- Proof of liability insurance for buses, including risk rating (WKZ)
- Business registration
- Original identity card
- Proof of professional competence (technical and professional examination) in the form of an original certificate from the Chamber of Industry and Commerce
- Employment contract for the persons appointed to manage the business (remuneration of €1,277 net per month)
- Business registration or extract from the commercial register
- Proof of financial capacity:
equity capital certificate or statement of assets (credit institution or tax advisor) in accordance with the official template (§2 (2) No. 2 PBZugV) not older than 1 year- At least €9,000
- 5,000 euros for each additional concession in the same procedure
- Certificate of tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence, confirming your tax reliability (not older than 3 months), for
both the applicant and the persons appointed to manage the business - Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Certificate of membership from the health insurance fund for the applicant and for the persons appointed to manage the business (not older than 3 months)
- Information from the Central Trade Register (document type 0), not older than 3 months
