Would you like to increase the number of buses or seats for your bus company? Then you must apply for the necessary permit from your local licensing authority.
What do I need to know?
Service description
You need a permit to provide commercial passenger transportation by motor bus on an occasional basis.
Occasional transport includes:
- Excursion trips
- Vacation trips
- Trips with rental buses
If you wish to increase the number of vehicles or seats for your bus company, you must apply to the licensing authority responsible for your business to have your license expanded.
Prerequisites
- You already hold a public bus operating permit.
- You can demonstrate the company’s financial solvency.
- You, or the person appointed to manage the business, are trustworthy.
- You, or the person appointed to manage the business, are professionally qualified.
- You and the contractors you have commissioned to provide transportation services have your principal place of business or branch office in Germany.
Remark
You can submit your application online to the state capital of Mainz.

Legal remedy
- Appeal: For more information on how to file an appeal, please refer to the notice regarding your application.
- File a lawsuit in administrative court if the appeal is unsuccessful.
Processing time
- 3 months A decision
on your application will be made within 3 months. Processing may be extended by 3 months if necessary.
Responsible body
The licensing authority of the respective independent city or district is responsible.
What do I need to bring or submit?

Application for an extension of the motor bus permit, including the following information:
- Last name and first name of the applicant
- Residence and place of business
- For individuals: date of birth, place of birth
- Number of vehicles, vehicle type, and passenger capacity of the vehicles to be used
- Certificate of equity capital, and any supplementary certificates, not older than 3 months

Certificates regarding tax matters from the tax office, the municipality, the social security agency, and the workers’ compensation association, not older than 3 months:
- from the company
- the legal representative
- the person appointed to manage the business or oversee operations
- Certificate of Good Conduct for submission to the authorities
- Extract from the Central Trade Register for companies
- Extract from the Driver Fitness Registry (FAER)
- List of vehicles
- Proof of liability insurance for buses, including the vehicle identification number (WKZ)
- Business registration
- Original identity card
- Proof of financial capacity:
Equity certificate or statement of assets (from a credit institution or tax advisor) in accordance with the official template (§2 (2) No. 2 PBZugV), not older than 1 year- At least €9,000
- 5,000 euros for each additional license in the same procedure
- Certificate of tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence, confirming your tax reliability (not older than 3 months), for
both the applicant and the persons appointed to manage the business - Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Certificate of membership of the health insurance fund for the applicant and for the persons appointed to manage the business (not older than 3 months)
- Certificate of good standing from the social security institution confirming the proper payment of social security contributions for the persons listed in Appendix 2 (not older than 3 months)
- Official certificate of good conduct (document type 0), not older than 3 months

General Information
A self-service photo terminal is available on the ground floor between the "waiting area" and the "pickup area." Here you can take biometric passport photos and submit them digitally. A fee of 6 euros applies.
