Do you transport passengers commercially with your taxi company and want to increase the number of vehicles you have? To do so, you must apply for an extension to your existing license.
What do I need to know?
Service description
You need a permit to provide commercial passenger transportation by taxi.
If you wish to increase the number of vehicles in your taxi fleet, you must apply to the relevant transportation authority for an extension of your permit.
Prerequisites
- The applicant, as a business owner, already holds a taxi license.
- The safety and operational capacity of the business are guaranteed.
- There are no facts indicating that the applicant, as a business owner, or the person appointed to manage the business is unreliable.
- The applicant, as a business owner, or the person appointed to manage the business is professionally qualified.
- The applicant and the business owners commissioned by the applicant to provide transportation services have their principal place of business or branch office within the country, as defined by commercial law.
- The applicant already holds a taxi permit.
For legal entities under public law, these requirements are deemed to be met.
Existing business owners are given appropriate consideration over new applicants. Within the license quotas, applications are considered in the order in which they are submitted.
Regardless of the date of application, priority is given to those
- those who do not intend to operate the taxi business as their primary occupation,
- who have not operated their taxi business as their primary occupation or who have sold or leased it, in whole or in part, within the past 8 years,
- or has not properly fulfilled their operational obligations
An applicant may be granted only one license at a time, unless the number of licenses available exceeds the number of applicants.
Procedure
To obtain an extension of your license for the commercial transportation of passengers using multiple taxis, follow these steps:
- Submit the appropriate application to the transportation authority with jurisdiction over your business and include all required documents with the application.
- The authority will process your application and conduct the necessary hearings.
- You will receive a notice regarding the decision on the extension of your taxi license.
- If applicable, you will be issued the license(s).
Remark
You can submit your application online to the state capital of Mainz.

Deadlines
Deadlines only begin to run once a complete application has been submitted. If your application is complete, a decision will be made within three months. The deadline can be extended by three months if necessary.
Processing time
The processing time may vary between the relevant transport authorities. The processing time may depend, among other things, on whether all documents relevant to the decision have been submitted or whether additional documents are required.
Responsible body
The transport authority of the respective independent city or district is responsible.
What do I need to bring or submit?
- Valid Permit
- Application for Extension of Taxi Permit (Last name, first name of the applicant; residence and business address; for individuals: date of birth, place of birth; number of vehicles, vehicle type, passenger capacity of the vehicles to be used
- Certificate of Equity / Supplementary Certificate (form in accordance with Section 2(2)(2) / Section 2(3) of the Ordinance on Access to the Profession of Road Passenger Transport [PBZugV]), not older than 12 months
- Certificate of good standing from the tax office, the municipality, the social security agency, and the workers’ compensation association, not older than 3 months (from the company, the legal representative, and the person appointed to manage the business / transportation management)
- Certificate of Good Conduct for submission to the authorities pursuant to § 30(5) BZRG
- Extract from the Central Trade Register pursuant to § 150(5) GewO (for companies), unless already on file with the authorities
- Extract from the Driver Fitness Registry (FAER)
General Documents
- List of vehicles; if applicable, rental vehicles with rental agreement or leasing list
- Proof of liability insurance for taxis, including the vehicle risk code (WKZ)
- Proof of installation of an alarm system or an exemption permit pursuant to Section 25 of the Federal Road Traffic Regulations (BOKraft)
- Proof of installation of a fare meter (taximeter) and, if applicable, the most recent calibration report
- Business registration, unless already on file with the authorities
- For partnerships: a list of partners, the partnership agreement, or other proof of authority to enter into contracts, unless already on file with the authorities
- Certified extract from the commercial register
- Original identity card
- Proof of financial capacity:
Equity certificate or statement of assets (from a credit institution or tax advisor) in accordance with the official template (§2 (2) No. 2 PBZugV) not older than 1 year- At least €2,250
- 1,250 euros for each additional license in the same procedure
- Certificate of tax matters from the tax office of your place of business and, if you live elsewhere, also from your place of residence, confirming your tax reliability (not older than 3 months) for
each applicant and for the persons appointed to manage the business - Certificate of good standing from the Transport and Traffic Industry Professional Association (not older than 3 months)
- Certificate of membership of the health insurance fund for the applicant and for the persons appointed to manage the business (not older than 3 months)
- Certificate of good standing from the social security agency confirming the proper payment of social security contributions for the persons listed in Appendix 2 (not older than 3 months)
- Official certificate of good conduct (document type 0) (not older than 3 months)

Fees
The amount of the fees depends on:
- the number of vehicles and
- the duration of the permit.
- Issuance of a license: 150 euros
- Each additional license in the same procedure: €40

A self-service photo terminal is available on the ground floor between the "waiting area" and the "pickup area." Here you can take biometric passport photos and submit them digitally. A fee of 6 euros applies.
