Service description
If two vehicles of the same vehicle class are not operated at the same time, it is possible to obtain interchangeable license plates for them if they have the same owner.
The full motor vehicle tax must be paid for both vehicles. However, insurance companies usually grant discounts because only one vehicle can be used on public roads at a time.
Transferable license plates can only be issued for vehicles in the following classes:

Class M1
Motor vehicles designed and built for passenger transport, with at least four wheels and a maximum of eight seats in addition to the driver's seat (cars, motorhomes) -
Class L
Motorcycles or three-wheeled motor vehicles as well as light four-wheeled motor vehicles with an unladen mass of up to 400 kg (up to 550 kg when used for goods transport) without batteries in the case of electric vehicles and a power output of up to 15 kW -
Class O1
Trailers with a maximum authorized mass of up to 750 kg
Interchangeable license plates can only be assigned if the vehicles belong to the same vehicle class. For example, interchangeable license plates cannot be assigned if the first vehicle is a passenger car and the second vehicle is a motorcycle or trailer.
The license plates must be of the same number and dimensions and must be able to be used on the vehicles.
Transferable license plates cannot be assigned for the following types of license plates:
- Seasonal license plates
- Red license plates
- Short-term license plates
- Export license plates
License plates with green lettering, which can be assigned to owners who are exempt from motor vehicle tax, are also not permitted as transferable license plates.
A classic car license plate, on the other hand, can be used as a transferable license plate.
The interchangeable license plate consists of a license plate section that is common to both vehicles and the respective vehicle-related section. In this case,
- the distinguishing mark (one to three letters for the administrative district) and the part of the identification number that is the same except for the last digit form the common license plate part, and
- the last digit of the identification number forms the respective vehicle-related part.
Transferable license plates can be designed as single-line or double-line license plates or as motorcycle license plates. The use of a smaller double-line license plate (known as a light motorcycle license plate) is not permitted.
An interchangeable license plate may only be used on one of the vehicles at a time. A vehicle to which an interchangeable license plate has been assigned may only be operated or parked on public roads if the interchangeable license plate is affixed to it in full, with both the common part and the vehicle-specific part.
It is therefore not permitted to drive both vehicles at the same time or to park a vehicle that does not have a complete transferable license plate in a public traffic area.
Please note that you must pay full tax and insurance for both vehicles.
Unfortunately, it is not possible to use a transferable license plate for a car and a motorcycle or to register more than two vehicles on one transferable license plate. However, vehicles with an "H license plate" are eligible for transferable license plates.
Prerequisites
- The owner of both vehicles has their primary residence in Mainz.
- The company headquarters or branch office is located in Mainz.
- Both vehicles have a valid general inspection.
- There must be no outstanding motor vehicle tax. All outstanding fees incurred in connection with registration must be paid.
- Both vehicles belong to the same vehicle class.
- License plates of the same size can be used on the vehicles.
Procedure
You must submit the application in person or through an authorized representative.

Remark
You may only drive and park the vehicle to which the transferable license plate is fully attached, i.e., with both the common part of the license plate and its vehicle-specific part, in public traffic areas. The other vehicle must be on private property. Violations will be punished with a fine:
- Driving without or with an incomplete transferable license plate: 50 euros and 1 point
- Parking without or with an incomplete transferable license plate: €40 and 1 point
It is currently not possible to reserve a personalized license plate online for the allocation of a transferable license plate in Mainz.
Vehicle registration now only possible with direct debit authorization for motor vehicle tax
Anyone who registers a new vehicle or re-registers an existing vehicle must issue a direct debit authorization for motor vehicle tax to the Ulm Main Customs Office. The direct debit authorization for motor vehicle tax is only valid for the registered vehicle and expires when the vehicle is deregistered.
Due to the switch to the SEPA direct debit procedure, a SEPA direct debit mandate for the collection of motor vehicle tax must generally be submitted for each registration. The SEPA direct debit mandate valid for the Mainz registration authority can be found in the "Forms" section at the bottom of this page or is available in paper form on site.
Applications and information on tax relief for a vehicle can be found at www.zoll.de. Applications for tax relief due to severe disability can be submitted to the registration authority upon presentation of the original severely disabled person's pass during the registration process.
Outstanding fees at the registration authority
Registration is dependent on all outstanding fees incurred in connection with the registration having been paid. Outstanding fees can be paid on site during the registration process.

- Original valid identity card or passport of the owner
- Registration certificate part II (vehicle registration document) for both vehicles
- Registration certificate part I (vehicle registration document) for both vehicles, for used vehicles
- Two electronic insurance confirmations (7-digit eVB code), valid for interchangeable license plates
- For registered vehicles, the previous license plates
- Proof of valid general inspection (unless noted on registration certificate part I) for both vehicles
- Two SEPA direct debit mandates for motor vehicle tax (form available in the "Forms" section at the bottom of this page or from the local registration authority)
If represented by an authorized person, additionally:
- Identity document of the authorized representative and the person granting the power of attorney
- Signed power of attorney
For registration of minors, additionally:
- Written consent of both legal guardians
- Identification documents of the legal guardians
- Custody ruling, if applicable
For commercial registration, the following additional documents are required:
- For companies listed in the commercial register
- Excerpt from the commercial register (at the local court) / business registration (both no older than 3 years)
- Power of attorney from the management or authorized signatory with ID (copy) for registration by a third party
- Identification of the authorized person
- For liberal professions (e.g., lawyers, doctors)
- Current certificate from the tax office
- Current certificate from the tax office
- For professions with business registration (e.g., sole proprietorship)
- Business registration (not older than 3 years; if necessary, have the business office confirm that it is up to date)

How much does it cost and how can I pay?
Fees
The fees are charged in accordance with the appendix to § 1 of the Schedule of Fees for Road Traffic Measures (GebOSt).
The amount of the fees may vary depending on the circumstances of each case. Specific information on this can be obtained from the local registration authority responsible.
- Fee for the allocation of interchangeable license plates per vehicle: €6
- In addition, there are fees for the respective registration process. The various registration processes can be found in the "Related services" section at the bottom of this page.
- The fees do not include the cost of license plates.

Please also note that you cannot book ONLINE APPOINTMENTS at the Vehicle Registration Office for matters relating to driving licenses, passenger transport, and driving schools, or for digital EU tachograph cards.
For registrations with export license plates (export vehicles), the deadline for acceptance is always 30 minutes before the regular deadline!
The online appointment calendar is not available for car dealerships, registration services, and motor vehicle dealers. You can submit or pick up these documents between 8 a.m. and 11 a.m. without an appointment.
