When you move into a new apartment, you must register with the relevant registration office at your new place of residence within two weeks of moving in.
If you are under 16 years of age, you must be registered by the person whose apartment you are moving into.
If you are over 18 years of age and have a caregiver or guardian who can determine your place of residence, your new apartment must be registered by your caregiver or guardian.
Newborns who were born in Germany only need to be registered if they move into a residence other than that of their parents or mother.
To register your new residence, you must visit the registration office responsible for you in person or authorize another person to do so.
Registration of EU and foreign citizens
You can only register at the Citizen Service Center on Kaiserstrasse (not at the local government offices). If you are unable to attend in person, you can be represented by an authorized representative.
If you are registering your residence in Germany for the first time, you must do so in person. In this case, you cannot be represented by an authorized representative.
If you are married or divorced, you must enclose a certified translation of your marriage certificate or divorce decree. Minors must present an identity document and their birth certificate for registration.
Spouses or family members joining you from abroad
Both spouses and other family members (including children) must be present in person when registering.
Minors aged 16 and over:
If minors aged 16 and over move into their own apartment, they must register themselves. This is also possible without the consent of their parents.
When moving as a family, parents can register their children up to the age of 18.
If you do not comply with your registration obligation, we will impose a warning fine

After that, we may initiate fine proceedings.
Exceptions to the registration requirement apply to
- persons who move into an apartment for no longer than 6 months.
- For persons who otherwise live abroad, the period is 3 months. This does not apply to refugees and asylum seekers.
