If you move, you must register at your new place of residence.
For children up to the age of 16, the person with whom the children are moving in must register them. The consent of the legal guardian may be required.
German citizens, EU citizens, and foreign residents:
You can re-register in person at the Citizen Service Center or at one of the local government offices. If you are unable to attend in person, you can be represented by an authorized representative. It is not possible to re-register in writing. You are also welcome to use the online service.
Minors aged 16 and over:
If minors aged 16 and over move into their own apartment, they must register themselves. This is also possible without the consent of their parents.
When moving as a family, parents can register their children up to the age of 18.
Exceptions to the registration requirement apply to:
- Persons who move into (official) shared accommodation. For soldiers, the period is limited to 12 months.
- Persons performing civilian or voluntary service.
- Members of the civil service during training and further education.
- Persons who move into an apartment for no longer than 6 months.
For persons who otherwise live abroad, the period is 3 months. This does not apply to refugees and asylum seekers.
- Persons in correctional facilities. For unregistered persons, the registration requirement begins after 3 months.
To register, you must complete and sign the official registration form. You must submit this in person or authorize another suitable person to do so on your behalf.
Depending on the municipality's policy, you may be able to skip filling out the registration form and have your data entered directly when you appear in person at the relevant office. You will then have to confirm the accuracy of the data by signing a printout.
Family members and partners in a civil partnership should use a single registration form if they are moving from a shared apartment to a new shared apartment on the same day.
Once you have registered, you will receive a confirmation of registration.
If the relevant office in your new place of residence has set up internet access for registration, you can also submit the required information using a qualified electronic signature via this access.
You cannot use this service if you
- are moving from abroad or
- use a pseudonym in your electronic signature instead of your name.
In these cases, you must register as described above.
To be eligible to vote in a municipal election, you must have lived in the municipality for at least three months and be eligible to vote. If you register with a municipality as your primary residence, you will automatically be entered in the electoral register for the next upcoming election or vote. Special provisions apply to European elections for foreign EU citizens.
