The Asylum Seekers Benefits Act ensures, upon application, the necessary provision of food, accommodation, heating, clothing, health care, household goods and consumables, as well as the necessities of daily life, provided that the applicant is unable to cover these costs from their own resources.
Furthermore, necessary benefits are provided in the event of illness, pregnancy, and childbirth. If the municipality has not acceded to the framework agreement of the state of Rhineland-Palatinate, it issues its own treatment certificates for medical or dental treatment and also settles these directly with the service provider.
Foreign nationals who are actually residing in Germany and who
- hold a residence permit under the Asylum Act,
- intend to enter the country via an airport but are not—or not yet—permitted to do so,

hold a residence permit
- due to the war in their home country (granting of residence for temporary protection)

due to
urgent humanitarian or personal reasons, or where there is a substantial public interest in their continued temporary presence in Germany
- provided that the decision to suspend their deportation was made less than 18 months ago,
- hold a “Duldung” (toleration status) under the Residence Act,
- are subject to an enforceable order to leave the country, even if a deportation order is not yet or is no longer enforceable,
- are spouses, domestic partners, or minor children of the persons mentioned above, without themselves meeting the requirements specified therein, or
- are filing a follow-up application or a second application.
Eligibility for benefits ends upon departure or at the end of the month in which
- the eligibility requirement ceases to apply or
- the Federal Office for Migration and Refugees (BAMF) has recognized the foreign national as entitled to asylum or a court has ordered the Federal Office to grant such recognition.
The implementation of the Asylum Seekers Benefits Act is assigned to district administrations in Rhineland-Palatinate and to city administrations in independent cities as a mandatory task of self-government.
