You may only operate a vehicle requiring registration on public roads if it has been registered by the competent authority and you carry the Registration Certificate, Part I, in the vehicle.

The Registration Certificate, Part II (formerly the vehicle title) serves as proof that you are the owner of the vehicle and is important, for example:

• when selling
• when registering, re-registering, or deregistering a vehicle
• when financing a vehicle. In such cases, the financial institution may retain the Registration Certificate Part II as collateral.

You must apply for a replacement Certificate of Registration Part II in the following cases:

• Loss
• theft
• Illegibility

If the Vehicle Registration Certificate Part II has been stolen, you must report this to the police. If you lose the Vehicle Registration Certificate Part II or it has been destroyed, you must, on a case-by-case basis, submit a sworn statement to the competent registration authority or to a notary.

It is not possible to apply for a replacement document online. You must apply for the document in person at the competent authority. You will receive the new Certificate of Registration, Part II, after a period of time, the duration of which will be communicated to you.

Even if you lose the Vehicle Registration Certificate Part II, you may continue to drive your vehicle.

• You must apply to your registration authority for a replacement copy of the Certificate of Registration, Part II.
• The registration authority reports the loss or theft of Part II of the registration certificate to the Federal Motor Transport Authority (KBA).
• The KBA publishes a notice of the loss of the missing Part II of the Certificate of Registration in the Verkehrsblatt, which is published every 14 days.
• Only after two weeks have elapsed may the registration authority issue a new Part II of the Certificate of Registration.
• You can then pick up the new registration document. To do so, you must bring Registration Certificate Part I with you.
• If the Part II Registration Certificate is merely illegible, you can have it replaced immediately at your local registration authority without providing an affidavit.
• If you find your Part II registration certificate, you must submit it immediately to the relevant registration authority.

There are no notes or special features.

• Objection

• It may take up to 4 weeks to receive a new Certificate of Registration, Part II. If the document is illegible, you will receive a replacement immediately.
• You must immediately report the loss of a Vehicle Registration Certificate, Part II, to the appropriate registration authority.

The licensing authorities of the county administrations or the municipal administrations of independent cities and large cities within a county are responsible.

• A valid ID card or passport with a current certificate of residence
• For commercial vehicles: appropriate documentation
• In case of loss: a report of loss filed with the vehicle registration authority; in some cases, an affidavit may be required
• In case of theft: Police confirmation of the theft report
• If illegible: current Certificate of Registration, Part II  
• Existing Certificate of Registration, Part I (formerly vehicle registration certificate)

If applicable:

• If represented by another person:
  • Written power of attorney
  • A copy of your valid ID card or passport
  • A valid copy of the authorized person’s ID card or passport
• For minors: a written declaration of consent from the legal guardians and their identification documents; if applicable, a certificate of sole custody
